Campaign Finance
The Campaign Finance Reporting System is used by registered committees to file their disclosure reports electronically.
If you are required to file with the Missouri Ethics Commission, see "Steps" below to obtain MEC ID and password.
All candidate committees for public office in any city, country, or special purpose district (schools, fire
boards, ambulance districts, etc.) may electronically file their campaign finance disclosure reports with the Commission.
Filing electronically with the Commission fulfills the local reporting requirements.
Steps to Become a Committee Registered to File Electronically:

Committee Registration Packet. Review
Cover Sheet to verify where you are to file.
- E-filers - those only required to file with Missouri Ethics Commission (MEC)
- Mail the Statement of Committee Organization to MEC. The form includes a declaration
specifically for e-filers which alleviates the need for any additional form to obtain
the username and password for our electronic filing system.
- Dual filers - those required to file with the MEC and their local
election authority (LEA)
- Mail the Statement of Committee Organization to MEC and to your LEA.
- Mail or fax the Electronic Filing Agreement to MEC. MEC will forward the Agreement
to your LEA as notification that the committee has completed e-filing requirements.
- Local filers - those required to file only with their LEA
- Mail the Statement of Committee Organization to your LEA.
- If you wish to file electronically using the MEC's e-filing system:
- Mail the Statement of Committee Organization to MEC and to your LEA.
- Mail or fax the Electronic Filing Agreement to MEC. MEC
will forward the Agreement to your LEA as notification that the committee has completed e-filing
requirements.
Forgot your User ID?
Your Campaign Finance User ID "MEC ID" was provided to you following the registration
of your committee and will be in one of three formats, (C000000 or C000000E or A000000),
being a minimum of 7 and max of 8 characters.

Filing Electronically Using an Import Function
You can file electronically using a software vendor certified
by the Missouri Ethics Commission (see below) or by importing data from a Microsoft Excel file.
Data can be imported into the following designated reporting sections:
- Contributions and Loans Received (form CD1 section A)
- Itemized Expenditures all Over $100 (form CD3 section B)
- Contributions Made – Regardless of Amount (form CD3 section C)
To aid in recording and importing this data the following specification and recording
templates are provided:
Software Vendors Certified for Filing
Certification means the vendor provided and successfully uploaded a filing in the format identified
by the Commission. It in no way validates the accuracy or completeness of the data submitted.
Software vendors certified by the Missouri Ethics Commission and eligible to submit campaign finance
reports electronically are:

Lobbyist
All registered lobbyists must register with the Missouri Ethics Commission and must
electronically file their
monthly expenditure reports using the electronic reporting system.
Steps to Become a Registered Lobbyist and Electronically File:
- Complete the Lobbyist Registration
- Print and sign the completed form
- Mail the completed original form, with a $10 check made payable to the State of
Missouri, to the Missouri Ethics Commission
- Receive the lobbyist ID and password from the Missouri Ethics Commission. The lobbyist
ID and password is emailed to the email address indicated on the Lobbyist Registration
form. This password allows the lobbyist to electronically filing all future monthly
reports.

Your Lobbyist User ID “MECID” was provided following your registration via email beginning with an L followed by 6 numbers (L######).

Personal Financial Disclosure
The Personal Financial Disclosure Filing System is used by individuals who are required to file a Personal
Financial Disclosure due to a position served with a Political Subdivision. To utilize this system you must
have been provided a MEC Online ID and Password by official correspondence from the Missouri Ethics Commission.
Forgot your MEC Online ID or Password?
If you cannot locate your MEC Online ID or Password, select the link "Can't access your account?”.
Enter your email address and select continue. A MEC Online ID and Password will be emailed to your registered email address.
Request a MEC Online ID and Password
If you are required to file a PFD and have not received a MEC Online ID and Password complete the required information
on the Filer Account Request form and a MEC Online ID and Password will be emailed.
Political Subdivision Filings
Political subdivisions can file their
Annual Operating Budget, Annual Filers List, and Candidate List electronically. All political subdivisions are eligible for
electronic filing and are provided the Subdivision ID and Password through paper correspondence from our office. The Subdivision ID will be in the format: S000000 being exactly 7 characters in length.
